Conroe, Texas

Conroe, Texas is a city located in Montgomery County and is situated approximately 40 miles north of Houston. The city covers an area of around 69 square miles and has a population of over 87,000 people. The topography of Conroe comprises a mix of rolling hills, forests, lakes, and streams. The city’s boundaries increased from 7.15 square miles to 42.35 square miles between 1970 and 2000. The city set forward a strategy for continuing to enlarge its city limits by annexation starting in 2007. Conroe and other home rule municipalities are permitted to annex land that is close to their current boundaries under the terms of Chapter 43 of the Texas Local Government Code. According to the city’s 2007 plan, a mix of voluntary and involuntary annexations would result in a size increase of double. Since 2007, the city has added new territory, bringing the total size of the municipal limits from 52.8 to 77.5 square miles as of 2022. The demography of Conroe paints a picture of a city that’s not only growing fast, but also changing rapidly.

After their neighborhood was annexed by Conroe on January 1, 2015, members of the gated enclave of April Sound filed a lawsuit against the city in April 2015. March 2017 saw the dismissal of the lawsuit. The first mayoral election after inhabitants of April Sound were included into the city, 2016, featured a significant debate about involuntary annexations. Those who supported annexation said that it was a helpful strategy to “promote and facilitate growth and progress,” while those who opposed it worried about whether acquired territories would get a “fair shake” in discussions. The city council approved additional forcible annexations in 2017.
